The Tribal Sea - a novel by M. Lee Locke

There are two types of people in the world:  those who feel in total control of their lives and those who feel the world controls everything about them.  Beth feels she is master of her fate, her future, the world around her, until she meets Paul, a drifter/fugitive from Texas while they are both sailing around the Sea of Cortez.  Beth's partner Kirk is the steady rock that she clings to when she feels she is losing herself. But for some reason she is still drawn to Paul -- with dire consequences.

Paul blames the world for his troubles.  But when he meets Beth he begins to see how is own actions make a difference, which moves him to extricate himself from the drug cartel.  But how does he accomplish this?

All this is happening while cruising around the beautiful Sea of Cortez.
